Our Partnership

Follow Alex and a fictional OPTI lead through tax planning, specialist document review, project management, customer visits and a joint seminar. Qualified tax professionals provide advice and regulated filing work; OPTI coordinates the people, records and next steps.

Read the film transcript

In this fictional animated film, Alex, an overseas business lead, and a fictional Japanese OPTI lead work with a separate qualified tax professional on planning and filing preparation. OPTI coordinates the supporting information and next steps. The team aligns a project plan, visits prospective customers or distributors together, and cohosts a business seminar. The story illustrates professional coordination, local project management and business development. It does not portray a real client, a licensed tax role held by OPTI, an official approval or a guaranteed commercial result. Instrumental music accompanies the film; there is no spoken dialogue.

  1. Plan with the right expertise. Connect business objectives with qualified tax professionals.
  2. Make the records ready. Qualified tax professionals review. OPTI coordinates.
  3. Give progress an owner. Align the people, priorities and decisions.
  4. Meet the market, together. Customer visits. Distributor introductions. Practical follow-up.

The complete field map

From market research and commercial development to tax, ACP, logistics and custom software, OPTI connects the work needed to launch and run your business in Japan.

Amazon FBA Japan / Before you ship

Non-resident importer?
An ACP is required.

If your overseas company is the non-resident importer of its own FBA stock, appoint an Attorney for Customs Procedures (ACP) and notify Japan Customs before the customs procedures.

Without the required ACP arrangement, that import route cannot proceed to supply Japan FBA. A seller account and fulfilment-centre booking do not replace import clearance.

OPTI supports Amazon FBA sellers with ACP and JCT fiscal representation under agreed appointments, together with customs, warehouse and delivery coordination. Qualified tax professionals handle the relevant tax advice and filing work.

ACP, importer and customs broker: who does what?
  • Importer: the party with the actual importer role and responsibility for the goods.
  • ACP: the Japan-resident customs representative appointed by the non-resident importer.
  • Customs broker: the licensed provider handling customs-clearance work. An ACP appointment alone is not a brokerage licence.
  • OPTI: the project coordinator connecting these roles, information and delivery milestones.

If a Japanese business is the genuine importer, its requirements differ. ACP is not a blanket requirement for every FBA seller; confirm the actual transaction and importer structure first.

JCT Fiscal Representative / Qualified invoices

Tax readiness can
influence the sale.

One local team to connect representation, registration and ongoing administration.

OPTI can act as your JCT Fiscal Representative (Tax Agent / 納税管理人), coordinating registration, payments and ongoing administration with qualified tax professionals.

For B2B customers, a Qualified Invoice Issuer registration number matters commercially. Business buyers generally need qualified invoices and records to support input tax credits. Missing qualified invoices can affect purchasing decisions; exceptions and transitional relief apply.

ACP, JCT Fiscal Rep and invoice registration are different
  • ACP: representation for customs procedures and communication.
  • JCT Fiscal Representative: tax-agent support for the non-resident business’s Japanese tax administration.
  • Qualified Invoice Issuer registration: a separate registration enabling qualified invoices; it also brings consumption-tax obligations.

The appropriate setup depends on your transactions, tax status and Japanese presence. A fiscal-representative appointment alone does not make an invoice qualified.

What matters for high-value B2C services?

Make total pricing, invoices and local support clear before a customer commits. These support confidence in a high-value purchase. Consumers do not claim business input tax credits, so the B2B deduction rationale does not automatically apply to B2C.

Maintenance and improvements continue as your requirements change.

Can OPTI support e-commerce tax filing outside Japan?

Yes. OPTI supports e-commerce tax filings in more than 100 countries through its network of local tax professionals. As an Andersen Global collaborating firm, we also coordinate worldwide tax registration, filing and litigation support with independent member and collaborating firms. Qualified local professionals carry out the relevant tax and legal work.

Can you compare local warehousing with direct shipping?

Yes. We assess inventory commitments, storage and shipping costs, delivery speed, customs and returns. We then coordinate a logistics model suited to each product, together with JCT, ACP, competitor research and marketing workstreams where relevant.

Can OPTI support PSE or PSC product requirements?

Yes. We coordinate product-specific applicability reviews, technical documents, testing and conformity assessment, notification information, inspection records and labeling with specialist providers. Requirements depend on the designated product category and sales structure; not every product is subject to PSE or PSC.

How will we stay informed during the project?

OPTI establishes steering committees, uses shared communication tools and provides regular reports on progress, budget, risks and decisions. Bilingual meetings and action logs keep your team and Japan-side partners aligned through new business launches and supply-chain changes.

Can OPTI support tax technology and e-invoicing?

Yes. OPTI coordinates tax-engine implementation, ERP and commerce integrations, e-invoicing readiness, data mapping and testing. Our experience includes Avalara implementation, Vertex recognition and participation in GENA. The appropriate technology and professional scope depend on the engagement.

Can OPTI help with Japanese apparel care labels?

Yes. We coordinate product and care information, Japanese labeling, artwork approval, label production and attachment with specialist partners. We can connect that work to warehousing, licensed customs brokers and delivery planning.

What does OPTI do for companies entering Japan?

OPTI leads Japan market-entry programs, coordinates qualified specialists and operating partners, and builds the data and controls needed to run the operation. Support covers market research, supplier and customer development, launch planning, local setup, logistics, custom software and ongoing reporting.

Is OPTI a tax-accounting practice, law firm or customs broker?

No. OPTI coordinates the program and works with its professional network to assess applicable laws. Qualified tax professionals, legal counsel and licensed customs brokers carry out the relevant reserved activities. OPTI can separately act as ACP or JCT Fiscal Representative under agreed appointments; those roles do not replace professional licences.

Do overseas Amazon FBA sellers need an ACP in Japan?

An overseas seller acting as a non-resident importer of its own FBA inventory must appoint an Attorney for Customs Procedures (ACP) and notify Japan Customs before the customs procedures. Without the required arrangement, that import route cannot proceed. A genuine Japanese importer is a different structure. OPTI coordinates the roles and preparation with appropriate providers.

Why does JCT fiscal representation and qualified-invoice registration matter?

A tax agent supports a non-resident business’s Japanese tax administration; qualified-invoice registration is a separate step. For B2B buyers, qualified invoices generally support input tax credits, subject to exceptions and relief, so registration can affect supplier selection. Consumers do not claim those business credits; high-value B2C purchases instead benefit from clear prices, invoices and support. OPTI can act as Tax Agent and coordinate registration and qualified tax professionals.

Which industries can OPTI support?

OPTI can scope Japan-entry programs for game and digital companies, e-commerce businesses, apparel and consumer brands, B2B companies, fine jewelry businesses and new ventures. The requirements and appropriate providers depend on the product and business model.

Can we engage OPTI for one workstream?

Yes. Engagements can cover a paid launch program, a defined specialist-coordination workstream, or recurring operations and improvement. Scope, deliverables and commercial terms are agreed for the engagement.

Can OPTI build a dedicated operational database?

Yes. OPTI can build purpose-built databases, dashboards, workflows, approval processes, integrations and management reporting to support the operating model.

Are representative-office and director services available?

Representative-office support is considered where the business model is eligible. Director or comparable local leadership support is considered case by case after suitability, governance, independence, liability, insurance and legal review; appointments are not automatic.
